What is this 22 Conversion Cylinder?

OAL is; 1.625 inches not including the protrusions.

Looks like about a 45 LC size, but seems just a touch short for that cartridge.

Any proof or armory marks on it? Could it be a .45 Schofield or .455 Webley? Intriguing.

This. A wide open end like that would not work for anything but blanks.

My vote goes for prop gun blank firing cylinder too. I don't see how it would work with a real gun. There's nothing to transition the bullet to the barrel. If you fired a bullet from that there's no telling where it would go.
