    Change Of Address Nightmare

    Hey Folks - I recently placed a Sig P220 Carry in jail over the weekend. However, the gun shop guy tells me he won't release it until I provide the change of address form from the DMV. My current address does not match my DL so I provided my car registration. Am I missing something from the DOJ website? From what I read in section 13.D I provided everything I need to prove my residency requirements. Do I still need to sit at the circus the state calls the DMV for this change of address form?

    People, please read everything below before replying. Here's is the link to the below excerpt. This is just section 13.

    CA DOJ WEBSITE:

    What documentation is acceptable proof of residency for handgun purchasers?

    A) Utility bill from within the past three months that bears on its face the individual's name and either of the following:
    The individual's current residential address as declared on the DROS form; or
    The individual's residential address as it appears on his or her California Driver License or California Identification Card, or change of address attachment thereto.
    “Utility bill" means a statement of charges for providing service to the individual's residence by either a physical connection (i.e., hard wired Internet, telephone connection or cable connection, or a water or gas pipeline connection) or a telemetric connection (i.e., satellite television or radio broadcast service) to a non-mobile, fixed antenna reception device.


    B) Residential lease that bears the individual's name and either of the following:
    The individual's current residential address as declared on the DROS form; or
    The individual's address as it appears on his or her California Driver License or California Identification Card, or change of address attachment thereto.
    "Residential lease" means either of the following:
    A signed and dated contract by which the individual (tenant) agrees to pay a specified monetary sum or provide other consideration for the right to occupy an abode for a specified period of time; or
    A signed and dated rental agreement by which the individual (tenant) agrees to pay a specified monetary sum or provide other consideration at fixed intervals for the right to occupy an abode.


    C) Property deed that bears the individual's name and either of the following:
    The individual's current residential address as declared on the DROS form; or
    The individual's address as it appears on his or her California Driver License or California Identification Card, or change of address attachment thereto.
    "Property deed" means either or the following:
    A valid deed of trust for the individual's property of current residence that identifies the individual as a grantee of the trust; or
    A valid Certificate of Title issued by a licensed title insurance company that identifies the individual as a title holder to his or her property of current residence.


    D) Current, government-issued license, permit, or registration, other than a California Driver License or California Identification Card, that has a specified expiration date or period of validity. The license, permit, or registration must bear the individual's name and either of the following:

    The individual's current residential address as declared on the DROS form; or
    The individual's address as it appears on his or her California Driver License, California Identification Card, or change of address attachment thereto.

    Examples of acceptable proof of residency:
    Current DMV registrations.
    Electricity, gas, cable bill with purchaser's name on it from within the last 3 months.
    Signed, dated and notarized rental agreement/contract.

    Examples of documents that are NOT acceptable proof of residency:
    Hunting or fishing license (these documents are not issued by the government).
    Cellular phone bill.

    My DL addy does not match my actual (and I've changed it online with the DMV years ago). Your FFL is a knucklehead. I have used my car registration as proof of address for 2 years to buy and sell.

      I've used my car registration and utility bill without an issue. Some FFL's are just covering their asses so you can't really blame them. I've been fortunate to use FFL's who are pretty good in 2nd proofs.

        One item I would like to add is this was a PPT buy so the financials have been taken care of. I also paid the DROS fee as well. Not sure if this changes anything or not. With this said, they accepted the transfer. Can they withhold the pistol after the 10-day waiting period?

          Your vehicle registration should have been good. Go down to the DMV and get one of those brown change of address cards and have the lady at the info desk stamp it with the date. Those are approved second forms of ID for the ATF requirement. Now you need DOJ and ATF requirement if your DL doesn't match.

                If I were you, I'll go to DMV in person and change your address there and get a print out to present it to your ffl.

                  Yep, I would agree. That sounds like a nightmare. My LGS has a list of items you can use if your address is not the same on your DL and both the registration and brown card are on their. What about the print out like Barang said? Or a fishing/hunting license? I know those work at my LGS too.

                    D53 - No-Go on the hunting/fishing license. Based on the DOJ accepted docs for residency proof, your FFL is not compliant.

                    Looks like I'll have to sit at the DMV to obtain something the CA DOJ does NOT require to fulfill my 2A right.

                      You can print out the DMV change of address but idk what good it would do, it doesn't prove residence. I have used renters agreement, registration, home owners association, bills etc as long as they are within 90 days.

                            nonono don't do this, this was my first mistake when getting my first pistol at Turners. It's stupidly easy (but you have to be very patient) to get a certified change of address at the DMV. Go there, tell the receptionist that you wish to have a printout of your current address (and change it too, if need be). After waiting half an hour or more for this simple thing, you go to your designated counter and have it printed out for $5.

                              A current car registration serves as a change of address, as well as your proof of residency.
