PPT "frame-only" Downside...?

    PPT "frame-only" Downside...?

    So I went by Ammo Bros. today and asked RE: pistol PPT.

    They said they were fine w/ either "frame-only" or "complete pistol".

    The Complete pistol required:
    - The entire pistol to be left for custody.
    - Operational safety test before release.
    - Caliber detail is registered.

    The Frame-only required:
    - Only the frame is needed.
    - No Operational safety test is required.
    - No caliber detail is registered.

    Same cost. ($35/ea.)


    So, my Q is, are there any down-sides, to either the seller or the buyer, w/ a "frame-only" PPT of essentially a complete pistol.

    what if the frame is of an off roster handgun, ie timberlake (glock) frame?
