    CA to AZ PPT?

Need some help I have a friend in Arizona who wants to buy my 1911 they don't have to go through an FFL to PPT, so my question is can I sell him the gun have him sign a bill of sale and mail a notice of no longer in possession form to the CA DOJ? http://ag.ca.gov/firearms/forms/pdf/NLIP0308.pdf
And what would I write in section D?

NO, Per Federal GCA 1968 you have to deliver the firearm to an AZ FFL and your friend can take it from that point.
"The California matrix of gun control laws is among the harshest in the nation and are filled with criminal law traps for people of common intelligence who desire to obey the law." - U.S. District Judge Roger T. Benitez

You will have to go through an FFL. The problem is that you guys are residents of two different states. If your friend was doing a PPT from an AZ resident, in AZ, then he would not have to go through an FFL.
"Did I say "republic?" By God, yes, I said "republic!" Long live the glorious republic of the United States of America. Damn democracy. It is a fraudulent term used, often by ignorant persons but no less often by intellectual fakers, to describe an infamous mixture of socialism, miscegenation, graft, confiscation of property and denial of personal rights to individuals whose virtuous principles make them offensive." - Westbrook Pegler

No, if you sell him the gun you have to have it go through a FFL in Arizona. That is Federal Law not State Law. You cannot transfer a gun between States without going through a FFL.

You can mail the gun(not through the USPS) directly to his FFL(if his FFL accepts a gun from a non FFL), and he can then pick it up from his FFL.

Now I am not 100% sure if you can go out there and meet him at his local FFL and do the transfer. I know you can't do that here in California, but I am not sure if that is a California law or a Federal.
I think it can be confirmed that an alien xenomorph is absolutely no match for good ole' Alabama black snake!

If you're in a survival movie and the hot blond twists her ankle and can't walk, you damn well figure a way to carry her. If it's a dude, you shake his hand and say "best of luck".
