Can a c and r eligible pistol be shipped from out of state to CA?

Yes but not to a C&R license holder. Handguns must be shipped to a regular 01 type FFL for sale and DROS. C&R's are roster exempt though.
C&R license holders from California can purchase C&R handguns out of state in PERSON and then bring them back in to the state and send in the registration form."You keep using that word. I do not think it means what you think it means."
