Can you buy an on roster gun from an out of state FFL with compliant magazines and all but without the California LCI and magazine disconnect ie Sig P226/P229 with a 10 round magazine without the LCI or magazine disconnect?

Not unless the version on the Roster doe not have those things.

Man you asked that in a really hard to understand way but if I understand correctly the answer is:
No you cant buy a handgun that is similar to one on the roster but one that also lacks some of the safety features required to get a gun on the roster. If the model is not the exact model on the roster then it is off roster, even things like color need to be "correct". The exception to the above are pistols that were added before some of the requirements, some CZ's and other pistols I am sure are on there without some of the features. As long as the company pays every year they are allowed to stay on but if they ever come off they can not go back on.

Roster approval is by SKU; gun makers can occasionally change the SKU on a gun that remains the same, but it is a major task with the DOJ. With a very few exceptions, if it isn't on the roster or otherwise exempt (single-action revolver or C&R) you can't import it from out-of-state into CA except by SSE.RSM
