      We do not know.

      The PC is silent on exactly what 'the utility compartment' might be, and I am not aware of any case law that clarifies.

      That said, I'd use something bolted down to my car without any worry. Please decide for yourself.

        I still think that the difference between a locked case and a "utility compartment" is defined by whether or not it's a fixture or an integral part of the vehicle. I'm not willing to test it, though.
