I don't see a shoulder stock that would turn it into a rifle, so how could it be a short barreled rifle?

yes, CA could consider that to a second handgrip making it an AW as long as it had the standard mag release. And the feds could consider it to be an AOW, but that still doesn't make it an SBR.
