    Off-Roster Handgun question...

    Hey guys, I tried a search and came up with conflicting results...

    So, for the past week I have been looking for a Gen 4 Glock 30. Well, I was 0 for 2 today in getting Sellers on Gunbroker to ship one here to our great state of California even after explaining the SSE process (go figure ).

    Anyways, say I do find one here in California and the drive is a bit too far (5 hours + one-way) can the sellers FFL ship to my 07FFL who will then SSE the gun to me? This would be for a PPT.

      If the firearm is being shipped, then it is not considered a PPT.

          Hmmmmm, so why do some sellers in the private selling forum offer shipping? And how would this be different if an individual in another state had their FFL ship to mine?

          I'm just trying to understand .

            If the firearm is already in California one FFL can send to another FFL for them to complete the SSE. I have done this, though my purchase did not involve another party.

              The owner can ship it directly to a FFL here and go from there... You need an owner and a FFL that are willing to participate

                This just goes to show that even most Calgunners don't fully understand our most important laws. How the heck is an out of state seller supposed to understand our laws??
                You almost need to have hung around on Calguns for 2yrs+ and have spent 500+ hours of research to just understand the biggest pieces of laws.

                To answer your question.
                California residents cannot buy directly while out of state (OOS) or from an out of state individual or FFL. You cannot do PPTs with OOS persons. The gun must go through a Cali FFL. PPTs in Cali can only be done with another Cali resident and must go through a Cali FFL.....

                Process:

                The OOS person would need to go to their OOS FFL
                The OOS FFL would need to be registered in Cali's CFLC program
                Since the gun you're buying is Off Roster, the OOS FFL would need to convert it to Single Shot Exemption (SSE)
                Find a Cali FFL that will do SSE transfers (not all Cali FFL's do this!)
                The OOS FFL ships to the Cali FFL


                These laws are specific only to our awesome, free, Liberty-centric state of California. You can't expect anybody in Free States to even begin to comprehend why we have these laws....

                    Just remember... if you're converting the gun to SSE, it doesn't matter if it's face-to-face PPT or it's shipped. The PPT doesn't even come into play.

                    Another idea is to find a store willing to do SSE locally... get a seller of gun (in or out of state) to ship to this local FFL... he convert it to SSE and then sell it to you. I think that's what most guys are doing these days.

                        Yes they can ship to a FFL who will do the SSE.

                        It would not be considered a PPT. A PPT is a Face To Face transfer. You would have to pay a transfer fee, shipping fee and CA sales tax on top of the SSE fee!! Might not be worth it to have it shipped.
