A hypothetical - or something that happened to a friend.
Person A legally buys, has DROS'd a Charter Arms 38 Special. Keeps it for a few months, decides he doesn't want it anymore. Person A isn't a gun guy and his wife doesn't want it around. He gives the gun to Person B for the purpose of getting it out of the house, he (Person A) and Person B will go to a gun store next week & sell or transfer the thing. Person A then has to leave CA (family emergency, nothing legal) so now Person B has a gun he has no interest in owning. Can person B self register? Can person B sell the gun outright to an FFL holder?
