A hypothetical - or something that happened to a friend.

Person A legally buys, has DROS'd a Charter Arms 38 Special. Keeps it for a few months, decides he doesn't want it anymore. Person A isn't a gun guy and his wife doesn't want it around. He gives the gun to Person B for the purpose of getting it out of the house, he (Person A) and Person B will go to a gun store next week & sell or transfer the thing. Person A then has to leave CA (family emergency, nothing legal) so now Person B has a gun he has no interest in owning. Can person B self register? Can person B sell the gun outright to an FFL holder?

No. Person B can not register or sell the gun. Check out the following link, specifically page 43.

As long as B does not have the gun for more than 30 days, it is okay and can wait for A to come back for the PPT. After that he has exceeded the time for a loan.

Is that page 43 of the pamplet or 43 of the document? I found reference to loaning on document page 43. B does not anticipate A shall return within 30 days.
