Glock 17 From Texas

My dad owns a Glock 17 Gen 4 and he lives in Texas. He wants to give it to me and I live in Cali.

Does he needs to go through the SSE process since its not in the roster and find an FFL willing to do it? I know if its a PPT in cali we wouldnt need to do the SSE.
