    Are Kel-Tec handguns legal in California?
    Specifically the P3AT? I do not see it (or any Kel-Tecs) listed on the "Roster of Handguns Certified for Sale." If it's not listed there, does it mean they can't be sold in the state in stores? If so, can they not even be owned in the state? (if, for example, one was already owned by someone when they move to CA)

    They are not approved for sale in California by an FFL except to LEO's. You can PPT any that are in state. Anyone moving into the state can bring them in with them also.

        If someone either moved into CA and owned a KT, were gifted one by a parent/grandparent/child from out of state, or were an LEO and decided to sell, it would be legal by PPT to any CA resident.

              The main thing is that Kel-Tec refuses to put up with the testing crap. They were sold here prior to the list taking effect. Now the mag safety, loaded chamber indicator and a couple other things would keep them out even if they chose to submit to testing.
