Off list lower Glock??

Can we get Glock "lower receivers" only like our AR parts? Do they have to be on the California "approved" list if they are not a complete gun? I would like to get another Gen 4 without the SSE hassle. I have a guy that will seperate the unit for me. Sorry if this has posted before, I searched.

Used to be able to get frames only and supply a slide assy to transfer. Not CA FFL's will not accept frames only.

It's a shame we can't because I've seen gen 3 frames starting at $200 each
