Any problems with this scenerio? Handgun gift.

Father gives handgun to adult son (I believe son has 30 days to send in intrafamily transfer to register handgun in his name). However son moves out of state(where gun registration is not required) before 30 days, and takes handgun with. Ends up not registering handgun in CA since he will no longer be CA resident. Does anyone see any issues with this scenerio?
