Nope, ok with snap caps..
He may want to break in a trigger by dry firing a lot... had it in his gun, went somewhere else, wanted to bring his gun, snap cap is already in the gun locked in a box ready to go. So he might want to know if he can just go.Last edited by willerfortheworld; 10-16-2012, 6:04 PM.Comment

Assume nothing. If my time living in Chicago has taught me anything, its to never assume something is legal in an anti-gun area.
Knowing California DA's, someone would stand in front of a judge and argue that "practice ammunition in the form of snap caps" is still technically "ammo" and is thus subject to the same laws as a live round.The more prohibitions you have, the less virtuous people will be.

No guessing needed. Snap caps are not an unexpended cartridge or shell, and they do not consist of a case that holds a charge of powder and a bullet or shot. So yes, its perfectly legal.
"A firearm shall be deemed to be "loaded" when there is an
unexpended cartridge or shell, consisting of a case that holds a
charge of powder and a bullet or shot, in, or attached in any
manner to, the firearm, including, but not limited to, in the
firing chamber, magazine, or clip thereof attached to the
firearm."
