    Off roster pictol transfer ?

    Hello,

    I bought an off roster citadel tactical compact 1911 from my local gun shop using my law enforcement exemption. I am currently attempting to sell it. My question is: can a non-law enforcement individual be transferred a off roster pistol? I've heard that it would be ok since i've bought it first... Can anyone confirm or deny this?

    Yep, no problem. The roster doesn't apply to PPTs.

    Just to be really clear though, if you were to sell or consign it to your FFL it would fall under the requirements of the roster when they went to sell it; they'd have to single shot exempt it (SSE) before they could sell it on. Because of that, FFL's who don't SSE typically wont buy/consign it.

    However since you're PPTing it, again the roster doesn't apply.

      Yes, you can legally PPT it. [PC 32110(a)]



      Penal Code 32110
      Article 4 (commencing with Section 31900) and Article 5 (commencing with Section 32000) shall not apply to any of the following:
      (a) The sale, loan, or transfer of any firearm pursuant to Chapter 5 (commencing with Section 28050) of Division 6 in order to comply with Section 27545.

      Penal Code 27545
      Where neither party to the transaction holds a dealer's license issued pursuant to Sections 26700 to 26915, inclusive, the parties to the transaction shall complete the sale, loan, or transfer of that firearm through a licensed firearms dealer pursuant to Chapter 5 (commencing with Section 28050).

        Its Ok..just no hi-cap mags (which may be transferred if disassembled and sold as rebuild kits) Since this is a compact,thats probobly not an issue....your good to go.

          The CA pictionary is for pictols we can buy straight from an FFL . You're good to go with PPT. Keep in mind that there is a pending bill that might close the LEO loophole, though.

              Actually, a true consignment is handled like a PPT and is therefore roster exempt. I've purchased many consignment off-roster handguns over the years from my local gun shops because I prefer older handguns. My latest acquisition is another S&W 25-2 in .45acp I dros'd last week.
