First time dros & a problem

So my long awaited 10 days was up today, went to big 5 with a smile on my face to pick up my new remington. Guy hands me a paper that says DoJ has delayed me. I called the Doj and they cant find info on me from a misdemenor arrest in 1992. So i call the courthouse and they tell me that they destroy those files after 10 years, well the DoJ told me if they find out the file was destroyed it will delay it even longer. So what happens now? Wouldn't they know its not as felony charge, why do they delay if they know its not?

I did fill out the form & send it to the cgf i was just curious if anyone had any knowledge of what i am in store for. Sorry if its in the wrong place i looked and saw a few other similar questions in the area, my apoligies
