Moving to CA from MA

So, if you owned magazines that can hold more than 10 rounds and you and they were in CA before 1/01/2000 you may keep and use them all you want.

But what if a person owned the 10+ mags prior to 2000... then moved out of CA with the mags after 2000 .... and then moved back to CA after 2000?

Wouldnt that be considered "importing"?

Section 32310 does not apply to the importation of a
large-capacity magazine by a person who lawfully possessed the
large-capacity magazine in the state prior to January 1, 2000,
lawfully took it out of the state, and is returning to the state with
the same large-capacity magazine.
