Shop holding gun 10 days for ammo purchase?

I have never heard of this before. An elderly family friend just went to buy ammo, which he has done several times in the last year. He purchased a pistol fairly recently and has the same address now as he did then. His firearms safety certificate expired apparently. The gun store told him that in order for him to buy any ammo he had to do a DROS. They asked him to bring in his gun, do the background and leave the gun 10 days.

He did.

He is paying for the handgun safety cert, the ammo background and a DROS. Can anyone here help me explain this?

It sounds like total BS and before I go down there I want to check myself.

That sounds like total BS. I’ve bought a lot of guns and a lot of ammo and never heard such a thing. His previous gun purchase should have established himself in DOJ without any more paperwork other than ID.

Was the pistol purchase at the same FFL?
If yes...sounds more like the FFL wanted the handgun back to "correct" a mistake.
How can DROSing a handgun you already own be needed for anything.
He already owns it and a record of sale is in the system.

Look at the DROS paperwork.
At the box for [Transaction Type] is it [Private Party Transfer] or [Dealer Transfer] ?
Talk to the "salesperson" about "perjury' on the DROS

(b) To determine if the purchaser or transferee is eligible to purchase or possess ammunition pursuant to paragraph (1) of subdivision (a), the department shall cross-reference the ammunition purchaser’s or transferee’s name, date of birth, current address, and driver’s license or other government identification number, as described in Section 28180, with the information maintained in the AFS. If the purchaser’s or transferee’s information does not match an AFS entry, the transaction shall be denied. If the purchaser’s or transferee’s information matches an AFS entry, the department shall determine if the purchaser or transferee falls within a class of persons who are prohibited from owning or possessing ammunition by cross-referencing with the Prohibited Armed Persons File. If the purchaser or transferee is prohibited from owning or possessing a firearm, the transaction shall be denied.
