glock 17 gen 3 frame only

A "friend" of mine needs 3 G17 gen 3 frames. He would like to buy them from a LGS but there seems to be a disagreement about legality. He was told because you cant do a safe handling demo you cant buy it. Now he has a California CCW permit so I thought that exempted him from the safe handling demo.
    Any thoughts or ideas?

He would need to be roster exempt to purchase a frame. G17 "frames" are not on the ca roster of safe firearms.

Can also PPT a frame only.
A lot of FFLs do not but perfectly legal.
I sold a frame from a Beretta 92FS Brigadier, no markings on frame about caliber or maker.
The FFL asked how can they be sure the frame is from what I told them.
I brought in my original DROS paper work that had the serial # and all the information.
Also had the complete pistol before surrendering to FFL so the buyer could do safe handling.
Buyer could of brought in his own slide/barrel/magazine for safe handling at pick up.
He wanted the frame for a dedicated .22LR
Pain in the @ss but was doing the buyer a favor.
I do not think I would go through it again.

What ever FFL you choose to use as a buyer always ask.....what they want.....not what the law requires.
