So I have a friend at work who is looking to sell his G19 Gen4, and I was looking at picking it up (decent price). The issue is that would I be able to use it as CCW carry here in California since it is not on the "safe gun" list?

No law against ccw'ing it. Untested in case law if some $&%# DA somewhere would try to make a thing out of it in the event of a shoot.sigpicNRA Endowment Member
