    Chippa Rhino.

    Maybe some of the more intelligent people in this form can answer a question for me. So with California's 1 and 30 over the course of several months, I had several items that had been waiting to be Dros'd one at a time once per month. Today I attempted to Dros my final item a Chippa Rhino in .357 SINGLE ACTION(SAR) to my(our) surprise, the FFL that I go to said that he couldn't find Chiappa in the system and therefore must not be on the roster, so he couldn't do the transfer. He even called California california DOJ, which I could overhear the phone call in her condescending voice said if you don't see it on the roster, it must not be legal for a regular person to own ironically i could show him several adds for multiple stores where the gun is being sold. So how is it being sold if it's not person to person? But as a new gun sale, is it something that my store is overlooking being that he is a new gun store owner.

    Dimensionally compliant single-action revolvers are exempt from CA unsafe handgun laws and are not required to be listed on the CA Roster of Handguns Certified for Sale. [PC 32100(a)]
    ^Dimensionally compliant single-action revolver means it has a minimum 5 round cylinder, a minimum 3" barrel length, and a minimum 7.5" overall length.

    Therefore...

    If the Chiappa Rhino SAO revolver has a minimum 3" barrel length and a minimum 7.5" overall length, then your CA FFL dealer can legally transfer it to you via the single-action revolver exemption.

    If the Chiappa Rhino revolver has a less than 3" barrel length and/or is double-action, then it does not qualify for the single-action revolver exemption and another type of exemption needs to be utilized in order for a CA FFL dealer to be able to legally transfer it CA.

      Thank you, and this is what I was trying to get him to understand but I think because he's a new dealer he's not able to comprehend what this actually means, which is why he called his DOJ representative, it just seemed like in her concept It didn't matter if it's legal or not, it's not on the roster. It can't be transferred. Now the problem is, how do I get him to enter it into the system where it can legally be transferred to me. This is where I probably should have found a more established gun store

            Perhaps you should have another chat with your FFL or find another one. I can understand if he's new at this and doesn't want to risk messing it up.

              I don't think it's the risk of messing up. I think it's the fact that he doesn't know how to do it because it's not showing up in the system. The fact that you can purchase from in state gun stores says otherwise. I think he's just not privy to the ins and outs of everything yet

                    How would your FFL transfer a single-action Colt or Ruger, any C&R pistol (also Roster Exempt), etc? Have them do it that way, haha!!

                      Yep, it would be the same as a Ruger Blackhawk/Vaquero, any of the Colt SAA clones.

                      Is this a "home based" FFL?

                        That is a good question. Something else for me to ask him. As I stated, he is fairly new in the business brick mortar

                          Nobody is fairly new in business and he's brick and mortar.
