Two parties live in two different CA counties. We want to swap pistols. Can we each ship our pistol to the other person's FFL to make the transfer and not be present?

If the pistols are on the roster and include 10rd or less mags, then yes, you can just mail yours to the other guys FFL and vice versa.
Only downside is at that point it's considered a dealer transfer and the FFL's can charge whatever they want.
A face to face PPT is capped by state law at $35 ($25 DROS, $10 fee).
If the guns aren't on the roster, you'll have to do a face-to-face PPT for each one.Please read the Calguns Wiki
