Im active duty military with a FL drivers liscense. will my liscense suffice for the PFEC and purchasing of a handgun givin my circumstances, or will i have to obtain a CA drivers liscense?

Unless you are concerned about some criminal problems in your background, you do not need the PFEC (Personal Firearms Eligibility Check).

Military stationed in CA via PCS orders need only a copy of those orders and military ID.
