Just called Fedex and UPS, they both say they will not ship unless it is to an FFL. Any ideas?

Box it up, take it to UPS, If they ask what it is, it's parts for a computer. As long as you are operating within the law, it's none of thier business what's in the box.

Not an expert -- but I think what UPS and Fedex are saying is company policy not restrictions placed upon them by the law.

Looks to me like UPS is OK for Handguns by UPS 2nd Day Air.

Yes, it's (stupid) company policy only, and you are quoting an older version of their tariff. No exception in the current one.
