And a buddy wanted to know if he could fill a long thick pipe with a cap welded on one end up with sand and POP them off in the garage for I guess he said balistics test.

Maybe I am maybe I'm not. But seriously what's wrong shooting a bullet in my own property in the safest possible direction. If the law says I can't... That's fine with me, but to me it seems safer then going into a desert to shoot, where you have no control over another party cruising by.

Sounds like it would be a violation of PC246.3. It can be charged as a misd or felony. Conviction would have one loosing rights to own a firearm for 10 years or life. Additionally, the city likely has a municipal code prohibiting the same thing and that's probably a misd too.

Most, probably almost all, city codes prohibit discharge of a weapon inside city limits; you would likely get a pass on that for a 'good shoot' self-defense act, otherwise an infraction or a misdemeanor.

For example, if 'Disneyland' refers to Anaheim, Anaheim Municipal Code says

6.32.060 DISCHARGING FIREARMS OR FIREWORKS — RESTRICTED.

It shall be unlawful for any person or persons to fire or discharge any pistol, gun or other description of firearms or fireworks of any kind in the City of Anaheim;
