Is it legal to use a combination lock and a bag to store handguns? I've always used cable locks or padlocks on hard factory cases, but after forgetting a key at home I've had one too many headaches with that setup.

Combination lock, yes. What kind of bag are you planning on using? I believe as long as it is "fully enclosed and secure" then you are okay. -
