    LEO and FFL's

    I understand that a LEO can purchase an off roster pistol. I'm guessing that they must still go through an FFL is that correct? Also if they have an off roster pistol can the sell that pistol to a non LEO?

    Yes they have to go through a FFL just like you and me.

    Yes, they can sell an off roster pistol to any one who is not prohibited, just like you and I can.

    You can also buy a NIB off roster pistol through the single shot exemption.

      Yes and Yes.....but they can't purchase w/intent to sell.
