LE trade in magazines

So I was reading the spam postal mail and saw that river city gun exchange had like 4 different LE trade in guns for sale with 1 magazine. With all of these LE trade ins out there what happened to all of the magazines? I think most all cops have at least 3 magazines with each gun. I know most are high capacity but what about for the rest of the country?

Usually they keep the mags for their new guns. Store throws in one to make it sellable.
