it needs to be SSE before you get it. if the friend wants to SSE it and then send it to your SSE-friendly local FFL, that should be ok.

So he can't send it to a shop that does SSE without converting first ?

that is an option as well.

The OP asked if he could SSE it. I was mainly telling him that it needed to be SSE before he got it.
