    Hey i have a g19 and was wondering if the glock carbine converion kits are legal in california..thanks

          As stix pointed out that I legal. There is some ambinguity, however, about pistols that become rifles, becoming pistols again.

                      Which Penal code is it that makes owning a rifle barrel and stock illegal?

                      Oh, yeah. None of them do.

                      Nothing illegal about owning a rifle barrel and stock that can be used to convert a pistol into a rifle. And there's nothing illegal about converting a pistol into a rifle as long as one abides by the "Assault Weapon" laws.

                            CA does have constructive possession for SBR's so you would need to be wary of that if you were interested in such a kit. You would basically have to turn your Glock into a rifle, and could never turn it back into a pistol in CA.

                            Notwithstanding the ATF letters on the legality of pistol > rifle > pistol. CA has its own regulations against such things.

                            To note: there is nothing illegal about just owning the kit. It's not illegal in itself
