If someone legally owns one, say a police officer, is it like the rest of the off roster pistols and OK to PPT to someone else.

Or are there other legalities involved?

A Judge is a short-barreled shotgun, and illegal as such; you should not find any police officers who own one.

However, with a little creativity, it can be modified to an 'any other weapon' and some FFLs are selling them in that configuration.

This. The Judge in CA is not a roster issue, rather an SBS as defined by CA law issue.

AOWs are exempt from CA's SBS/SBR laws.

So, making a Judge into a BATFE approved AOW, will exempt it from CA's SBS laws.

There are two ways to make a Judge into an AOW.
1. Add a vertical forward grip. (easiest way)
2. Replace the rifled barrel with a smoothbore barrel.

Title 2 firearm require BATFE NFA branch approval (tax stamp) in order to be legally transfered.
So, pay for the Title 2 firearm and submit your Form 4.
Wait time around 2-4 months to get approved.
Once approved, FFL/SOT dealer completes the transfer to you.

How is this different than any 38,44,45 revolver loaded with "snake shot"? Is the difference the fact that a judge will shoot a recognized gauge of shotgun shell?

I was surprised to hear a friend of mine tell me that his instructor in the local sherrifs academy brought one to training. Mind you I am going through the trust process and waiting for my stamp right now and I dont know of anyone who has one yet through NFA. I guess some he is above the law in regards to firearms

Correct. Removing the forward grip does not invalidate it being an AOW.

Talking to the guys at O.C. Armory, you can take it to an out of state FFL and have it shipped to your FFL, have it registered as an AOW, pay the stamp tax and wait the 5 months. I also believe you have to have your name engraved on it also??
