If a handgun is on the approved list, does it make sense for the dealer to say the lock it came with from the mfg is not DOJ approved and you need to buy one of his?

It can be true; the CA law says FFLs can't deliver without an approved lock, and says that any lock offered by itself as a gun lock has to be approved, but does not require gun manufacturers to supply a lock.
I suppose after a manufacturer goes through his last three shipping containers full, he might re-order a few containers of a model on the CA list.
