    First handgun owner noob question?

I just picked up my first handgun. I was gong through the things that comes with it and then I saw a small envelop. So being a curious cat, i opened it and saw and empty casing. What is the logic behind the empty casing on an envelop? Does this casing the first bullet that was fired? just wondering...

Test fire. And some areas still might require to have it on file.

Guess you got a used gun. Just kidding, its only the test fire cartridge. Useless in California, some states require that you have them on file.

At one time Massachusetts had a law requireing a fired case on file for every gun sold there....heard they dropped the program as it was a huge waste of money that never helped solve any crime. Don't know if any other state ever passed such a law.

I'm somewhat surprised that California doesn't require them.
