If your FFL holds to the letter of the law as it is currently written, he should collect sales tax. If he doesn't, then you are supposed to pay it at the end of they year as "use tax". How is he ripping you off?
California says he has to charge you sales tax on firearms coming from out of state retailers. And the "free" handgun safety booklet isn't free unless you download the online version. CalDOJ charges for the printed HSC study guides.__________________

They all collect sales tax now. Most didn't a year ago, but they pretty much all do now. The only way you can get around this is if you have the gun shipped to your FFL without a sales receipt in it. No receipt, no idea what you paid for it, and they cannot charge the sales tax. It is then up to you to pay your use tax when you do your tax return.Comment

Sorry dude, you're thee one full of it. First of all, the state board of equalization is requiring that FFLs charge sales tax on out of state purchases. Secondly, there are no "free handgun safety booklets". There has ALWAYS been a charge for them. FFL holders don't make much on PPTs, but for out of state transfers they do alright. I was told by several FFL that they will charge $100 or 10% of the firearm's value whichever is greater.

Those transfer fees are entirely up to the FFL. They could charge $25, or if they really don't want to do it they could charge $250.
Blaming the FFL for the tax issue is insane. Have people not paid any attention to the news and what's been going on with CA and amazon.com? The BoE knows that there are transactions occurring, and they also know that the DoJ has records of those transactions. All they have to do is ask(and it's not like the DoJ is going to tell them "no") and then start auditing businesses and people if they don't see anything reported that comes close to what the transactions should have been.
This is the same tax you're supposed to have been paying when buying things out of state all along. It isn't new. Sure, it's possible you got a good deal on a Springfield TRP operator, but you definitely didn't pay $5 for it. Crap like that is how people get audited, and the state wants the money(and if it means spending more money than they'd be making just to prove a point to others, then so be it). Coming to calguns and throwing a tantrum about how you want to break the law or expect a business to do it for you isn't going to get you any sympathy.
Also, as people have mentioned there is no "free" handout for the handgun safety study guide. If you don't want to pay for it, then download it.Comment

No tax on a gift. I always have any out of State receipts sent to my home. Not in the package with my gift gun.May the Bridges I burn light the way.
