I am going to transfer a couple rifles an one handgun (C&R) to my FFL. I know that one DROS can be done for th rifles and one must be done for the handgun. My dealer charges $? for the first transfer and about $10 for each additional one. Can the handgun legally be transferred at the discounted rate, or does the law say I must treat it as a COMPLETE separate transaction? My dealer will charge me as if it were a brand new transfer.

The DOJ Faq sheet states this, though what they state and what the PC says are sometimes different:
So according to DOJ, the handgun will have to be charged at the normal $35 because there is only a single handgun.1. For a private party transfer involving one or more handguns, the total allowable fees, including the DROS, safety, and dealer transfer fees, are not to exceed $35.00 for the first handgun and $31.00 for each additional handgun involved in the same transaction.
2. For private party transfers involving one or more long guns, or a private party transfer involving one handgun, the total allowable fees, including the DROS, safety, and dealer transfer fees, are not to exceed $35.00. The dealer may charge an additional dealer-service fee of$10.00 per each additional firearm transferred.
(PC section 12072(d)) -
Should be $35 for the handgun, then $35 for the rifle(s). If the dealer wanted he could charge an extra $10 per additional rifles on that same 4473. As you stated though the handgun & rifles can't be on the same DROS so you're looking at $70 minimum (unless your dealer likes giving away his services? then still $60).Comment
