Can the Rossi Ranch Hand be bought in CA?
Since the barrel length is 12", I assume that it must be DROSsed as a pistol and since it won't be on the roster would an FFL do a single shot conversion?

yes, they can be acquired in CA. yes, it is DROSed as a pistol, and yes, it must be in a roster-exempt configuration in order to be DROSed.
