No, it is not on the roster. You can convert a CZ 75 into one.

My mother just gave me one as a gift,, she lives in a state with no roster. Have yet to fire it but the fit and finish is impeccable.

CZ 75 Kadet ... as full gun(fram& slide).U can not buy in CA

but if U have CZ 75 model gun U can get Kadet kit(22lr) to use with your CZ gun. it same felling of gun but only shoot 22lr.and is cost less in ammo cost. same trigger pull also.
it sale around $369-409 / kit.

Like the others said get a CZ-75B 9mm first then the Kadet kit. Thats what I did but I just bought a CZ lower from the CZ forum and Im building a permanent Kadet. Good luck with your search you wont be sorry with any CZ products.
