I just bought a handgun on 7/10 and picked it up on 7/20.

If I wanted to buy another gun, when does the 30 day rule begin?

The 30 day begins from the time the DROS was submitted.

The process at the shop I work at is...

Buy gun, do DROS/4473, DROS is submitted, you sign DROS, go pay for gun. (Obviously a few steps are skipped.)

Whatever the date is on the DROS sheet is what you go by.

Here's another question where I've heard 2 different answers from 2 different dealers. Is it every 30 days?..or 1 every month? Meaning even if you purchased on Feb 28 you'd be eligible March 28th rather than March 30 if you went by every 30.

Just as the 10 day wait is 10, 24 hour period. The 30 day wait is 30, 24 hour periods.

This is how I always understood it. But just today, It was recommended I waited a day longer seeing my last purchase was July 12 even though 30 days technically would of been yesterday August 11th. It was no big deal seeing it's not much difference...but when your 2 hours away from home and had to leave, it was pretty critical. Fortunately I worked out staying a bit longer to make the DROS before leavin'

I suspect the PPT was kept during deal making in the bill creation process. From the anti gun point of view, a PPT is less offensive than a new gun sale because in a PPT the "bad guys" (that's us gun owners) already have the gun. Makes no difference to them whether it's me or you having it, it's already in the state, already in the public domain.

Probably because, unless you have the paper from the previous purchase, you'll have a hard time recalling the exact time of the prior DROS entry. As you know, if you're even a minute early, it's nullified.

Many laws make very little sense. I also think, if you read the PPT law, it was expected that PPTs were "rare" occurences. It says things like hunting buddy or brother. It has to be true that they did it to stem the inflow of guns. Requiring every enthusiast to wait 30 days between purchases limits the number of new handguns in the state.

I've had some dealers try to make the same recommendation, along with the "you can't pick this up until the 11th day" BS. Seems strange, but many FFLs seem to understand the laws the least of anyone.

Even if it's only one minute past the 720 hr wait for the '1 in 30 day' rule, you can DROS another new one. Similarly, once you're one minute past the 240 hr (10 day) wait, you can pick up your new handgun.

This is the very reason I always ask for a copy of the electronic DROS submission, so I can know exactly when I am clear to pick-up or DROS another new handgun. Of course, you may have to fight with that pesky FFL who says they are not allowed to give out copies of the DROS

Do yourself a favor and wait 31 days! The d.o.j. is pretty petty, I have seen them deny a second purchase for being as little as 2 minutes earyly. That is rite the customer was denied for trying to purchase a second handgun 29 days 23 hours and 58 minutes to early......NO JOKE!
