Is there any way to ship a non c&r pistol to myself from another state? I'm in georgia(military) and want to bring my p99 back with me to cali.

You can ship a firearm to yourself across state lines for hunting or "any lawful purpose", so yes. If it is not a California assault weapon, take it to UPS and let it fly. Read this and understand it, because there is a good chance the counter person will not. He will probably want it to be sent to a FFL, but their regulations clearly state
from and between persons not otherwise prohibited from shipping firearms by federal, state or local law,
, and since you are the shipper and receiver, you certainly qualify. When you get to California you need to submit a new resident report form with $19 to register it.

No difference except handguns have to go overnight per UPS rules, and long guns can go ground. Also, you can mail longguns, not handguns.
