It is not legal to own in the USA, if you also own a pistol that would work with it, unless you a $200 tax stamp from the BATFE for making a SBR.

Using it with a handgun will create a SBR and possessing it (not installed) & possessing a handgun that can use it is "constructive possession" of a SBR. Which is a Federal felony as well as a state felony, unless you have BATFE and CA DOJ BOF approval for a SBR.
