Help please

I am active duty and I do not have a California ID. I bought a gun 10 days ago and went to pick it up today. I had a official Statement of Service and the shop said it was a no go. I went to my admin shop and they said I cannot get a copy of my original PCS orders because I checked in too long ago. My CO told me a Statement of Service was appropriate and he has given plenty out to other marines to purchase guns. So my question is do the guys at the Gunshop not know or am I just screwed and need to get a California drivers license?

I need a proof of residency with my Military ID and I can't show my lease or utility bill because I don't have a Cal ID

I thought military were somewhat exempt from this particular law...like leo

I doubt each time a cop buys a new piece he drags around his utility bill
