How then, are people able to use pre-ban Glock 17 and 18 magazines in a Glock 19????

Isn't this illegal? It protrudes from the grip.

Does "outside the pistol grip" mean that the magazine and mag-well is not in the grip at all; that the magazine and mag-well is forward or rear of the grip (I think I just answered my question)?

"magazine outside the pistol grip" refers to pistols such as Ruger Chargers, Draco's, AR pistols, Tec9 clones, etc.

It does not say "That conspicuosly protude below the PG", outside of means like an AR pistol, hence the mag lock.

the actual PC says :

(D) The capacity to accept a detachable magazine at some location outside of the pistol grip.

I'll need to look at tht question more and see if I can re-write the question to be more clear, but as you figured out for yourself, it does not apply to long magazines that stick out the bottom fo the pistol grip, but refers to magazines that are attached to the firearm away from the pistol grip.

yup, the NO answer to #15 since it has a "fixed magazine" bypasses question #16, so it doesn't matter if it has those evil features.
