    DoJ Roster question

If a model of handgun certified for sale on the DoJ "Safety" roster is about to expire on August 21st 2007, and the manufacturer or importer does not submit the handgun for renewal, and I wish to buy the handgun, does it have to be paid for, DROS, HSC, etc, and 10 day wait started before the 21st, or does the handgun have to be purchased, 10 day wait completed, before the handgun comes "off-roster" on August 21st?

    DROS must be started.

Many thanks. Even my local gunshop wasn't sure of this.
