Just out of curiousity could do you a PPT with someone who wasn't a resident of CA... for example if my friend lives in AZ and wanted to sell me a firearm, could he just bring it over and do the PPT locally so I save on shipping/interstate FFL fee's?

Nope. That would be a violation of federal law. Interstate firearm transfers must go through FFLs.

Hmmm... Your statement of it being a fed offense because it wouldn't be going through FFL's... I'm confused. His hypothetical uses an FFL for the transfer. He's saying his friend would buy it then come to CA to sell it.
Does someone know the actual law? In the case of non-rostered handguns obviously you couldn't do this, but if it's on the list, could someone from out of state do a PPT? How's that any different than if a private party shipped it to the dealer?

Simple rule of thumb, to buy a gun in CA (or be the seller in a PPT) you must A) have a CA Drivers license or CA Identification card and be a current CA resident, or B) be ACTIVE duty military with a current Military identification card and current orders PCSing you to CA. A non-CA resident cannot take part in a PPT transfer, and cannot buy guns period in the state of CA.Comment
