So you are saying it's ok to get an off roster gun by way of using the intra family transfer form? I got a walther p22 from my dad in oregon and it's not the P22CA as the roster specifies.

The felony answer aside...

You cannot acquire this gun outside of some very specific channels:

1) Find one for sale in California by a California resident and do a PPT.

2) Your out-of-state mother/father/grandmother/grandfather buys it in their state and gifts it to you through an intra-familial transfer.

3) Intestate transfer (out-of-state owner dies and wills it to you).

There's no other route that does not involve obtaining legitimate residency in another state.

You left one option off your list. He can do a single shot conversion. This is perfeectly legal way to buy an off roster handgun. Now finding a shop in your area that does it, that is another story.

The single shot conversion is how we are able to get AK Pistols, AR Pistols, MP5 Pistol Clones, UZI Pistol Clones, and so forth. Recently a lot of people have been converting normal pistols into single shot in order to take advantage of that exemption. I've only done it with AR Pistols, and I do not know all the ins and outs of it. But you see off roster single shot conversions advertised in the commercial section of the Calguns marketplace all the time.

Interstate transfer requires using a FFL in the state of residence of the receiving party. Just the form works only between 2 CA residents.

But the Feds do. State is not required to enforce Federal law. Please read the wiki article on interstate transfer, linked above.

correct again. CADOJ does not take into account that by doing a dealerless interstate transfer, you are violating federal law. The CA intrafamily form does not satisfy federal law.
