a friend of mine is interested in getting a handgun. His DL, vehicle reg, and cell phone bill use a PO box as his address. Do any of these satisfy the requirements for proof of residence?

I have used my PO Box for 20+ years for CDL because I wanted it to match my checks, and there has always been a physical address associated with it. Last time I moved was a few years back and I still have not changed the physical address, but I just write down the current physical address and have had no problems with DROS or black powder registration. My PG&E bill does show a physical address because they can't deliver electricity to a PO box, so maybe that will help.Mention the Deacons for Defense and Justice and make both left and right wingnuts squirmComment

Right off the DOJ website:
What documentation is acceptable to demonstrate proof of residency for handgun purchasers?- Utility bill from within the past three months that bears on its face the individual's name and either of the following:
- The individual's current residential address as declared on the Dealer's Record of Sale (DROS) formor
- The individual's residential address as it appears on his or her California Driver License or California Identification Card, or change of address attachment thereto.
- Residential lease that bears the individual's name and either of the following:
- The individual's current residential address as declared on the Dealer's Record of Sale (DROS) formor
- The individual's address as it appears on his or her California Driver License or California Identification card, or change of address attachment thereto.
- A signed and dated contract by which the individual (tenant)agrees to pay a specified monetary sum or provide other consideration for the right to occupy an abode for a specified period of timeor
- A signed and dated rental agreement by which the individual (tenant) agrees to pay a specified monetary sum or provide other consideration at fixed intervals for the right to occupy an abode.
- Property deed the bears the individual's name and either of the following:
- The individual's current residential address as declared on the Dealer's Record of Sale (DROS) formor
- The individual's address as it appears on his or her California Driver License or California Identification Card, or change of address attachment thereto.
- A valid deed of trust for the individual's property of current residence that identifies the individual as a grantee of the trustor
- A valid Certificate of title issued by a licensed title insurance company that identifies the individual as a title holder to his or her property of current residence.
- Current, government-issued license, permit, or registration, other than a CA Driver License or CA Identification Card, that has a specified expiration date or period of validity. The license, permit, or registration must bear the individual's name and either of the following:
- The individual's current residential address as declared on the Dealer's Record of Sale (DROS) formor
- The individual's address as it appears on his or her California Driver License or California Identification Card, or change of address attachment thereto.
- Current DMV registrations.
- Electricity, gas, cable bill with purchaser's name onit from within the last 3 months.
- Signed, dated and notarized rental agreement/contract.
- Hunting or fishing license (these documents are not issued by the government).
- Cellular phone bill.

I have a friend that changed their Vehicle registration and driver license address to an address in town and they were able to buy all of the firearms they want. As I see it the BATF/CalDOJ just wants a physical address no problem give them one it could be a motel you stayed at for a week or something like that. Note the difference Ted made between Residence and Domicile
