Are you oiling your chambers? Oil creates a hydraulic effect sometimes...try shooting it with the chambers completely dry.

(have to keep using my hand to bang the cylinder so it would slide down enough for me to pull it out manually)

Also bear in mind that shooting 38 in a 357 is fine but it will leave a carbon ring in the cylinder at the case mouth. That ring will prevent you from loading the longer 357 into the cylinder. It's best to scrub out the cylinders with a bronze brush after shooting a bunch of 38.
