    DROS Question

I am looking to DROS a handgun, but I recently changed my address through the DMV. My Car Registration, which I use as my 2nd proof of residency, is under my old address and my driver's license still has that matching address on it as well.
When I am filling out the DROS paperwork, do I put the address that is on my drivers license and car registration, or do I put down my new address??? Thanks!

Are you buying new, or doing a transfer? For transfer all you need is your DL and HSC card (or exemption LEO/CCW). Everything else is just your current information. There is no proof of residency for transfer.

for handguns there is a proof of residency. "Purchasers of handguns are also required to provide proof of California residency, such as a utility bill, residential lease, property deed, or government-issued identification (other than a drivers license or other DMV-issued identification). "

I would use everything that matched.

You definitely do need a 2nd form of residency proof. Not sure what you should put down.

Use your new address, since you have already told DMV you moved.

You will still need "proof of residency" that matches your new address.

                It's a simple question...

the 4473 says your CURRENT ADDRESS... done.

unless you want to lie on the 4473

I don't know why people are telling you to just use what matches

Just use what matches there's no requirement that you inform doj that you moved. Maybe you didn't finish moving all your stuff to your new address.

Under Federal law, you must use your CURRENT address when filling out the 4473. If it doesn't match what is on your license, then you need something from a Government agency stating your current address. As for CA secondary proof of residency, you could also use the item you used for the Federal proof of residency, one item from a government agency takes care of both requirements.

Do NOT just write down an address because it matches what's on your ID...it's a crime...do you really want to start a purchase by committing a crime?

So it seems like if you move you are screwed from purchasing a firearm then? This state can be so ridiculous, mission accomplished California!

its not a CA problem at this point, it is a federal problem. Federal law requires a firearms purchaser have some sort of .gov-issued documentation that confirms his current address.

Do you want an AOW or C&R SBS/SBR in CA?

No, your'e not screwed. A DMV printout with current address, or utility bill with your name at your current address will suffice. Your DL shows who you are, "proof of residency" shows you actually live in CA. You must be a resident of CA in order to buy a handgun in CA, that is Federal Law, not California's.

Actually you are dealing with BATFE, the feds, when you fill out the 4473. The Federal document, 4473, requires current government photo ID and your drivers license will fulfill that requirement. The 4473 also requires that you provide "proof of residency" if the address on your DL does not match the address you put down on the 4473.

California DOJ requires current CA DL/ID plus "proof of residency" when buying handguns.

And always remember that some FFLs get crazy notions of what they will and will not accept for ID and proof of residence. They don't always accept what the law says they should accept for proof of residence. Save time and call ahead to see what they're willing to work with.
