    Single Shot Exemption Question

Alright boys, I have one question regaurding the single shot conversions to exempt it from the roaster.
So let say someone was converting a Mark 23 out of state to be a single shot. Everything is done minus the barrel/overall length requirement.
So I have heard that you could screw on a fake can to met the requierment for barrel/overall length. I was thinking that this fake can would have to be silver soldered or pinned kinda like having a 14.5" AR upper with a flash hider (which has to be non removable) would the same apply to the barrel/overall length? And yes I understand that a simi auto cant have a threaded barrel if one was to ever get tired of the single shot at which point that would have to be addressed.

I asked this question to a couple of California FFL's as I am working on the single shot conversions, and was told that they would do the transfer on these guns with the extension NOT permanently attached. So if you have someone willing to do it, then it should be no problem.

I however make the barrel extension permanent, for another reason. No doubt someone will post here that I am wrong about everything I am about to tell you, but I got this information from the Firearms and Technology branch of the ATF. I was also told this information by my examiner when I get my FFL, and have been told this by other 07 FFL's.

If an FFL buys a pistol, converts it to single shot and then sells the pistol then technically the FFL has manufactured a new pistol. This requires the FFL to mark the gun with their information. The serial number on the gun must be on the frame or receiver, but you can use the serial number that is already on the gun. All the other information can go on the barrel. So I make the barrel extension permanent or just machine a longer barrel altogether and put my information there in order not to put it on the gun. Then if the gun is converted back to standard configuration you don't get stuck with my information on the gun.

Pretty sure nobody is doing it that way and it might not be a problem, but I inquired and the response ATF gave me was pretty clear.
